Background
The Sandy Creek Road Safety Improvement Project is designed to enhance road safety along a critical section of Sandy Creek Road in Mount Vincent. This road is an important east-west rural route, connecting Leggetts Drive at Mount Vincent to the Quorrobolong area, and also provides a key link to the M1 Pacific Motorway and Cessnock. It serves the local communities of Mulbring, Mount Vincent, and Brunkerville, and will become even more significant as the region experiences projected growth, particularly with the development of the Bellbird North Urban Release Area (URA), which will bring an estimated 10,000 new residents by 2031.
The road currently faces several safety challenges, including the lack of sealed shoulders, steep inclines, roadside hazards, and insufficient delineation measures, all of which contribute to an increased risk of accidents. This was tragically highlighted by a fatal crash in December 2019 near Listers Bridge, followed by another serious incident at the same location. These safety concerns have prompted the Cessnock City Council to propose a series of improvements aimed at reducing the risk to road users.
The planned safety upgrades will include widening the shoulders, introducing new linemarking, and installing raised reflective pavement markers (RRPMs) to improve visibility and delineation. These measures are part of the “Safer Roads & Roadsides” category of the Safe System Approach to Road Safety, which aims to prevent fatalities and serious injuries on high-risk roads.
The project has received $671,879 in funding from the Australian Government Black Spot program, with the goal of making the road safer for all users, including motorists, cyclists, and pedestrians, while supporting the growing demand on Sandy Creek Road. The proposed safety improvements will help mitigate existing risks, improve road visibility, and ensure a safer environment for the local community and visitors.
Scope of Works
The scope of works includes:
- Shoulder widening (both sides of the existing road)
- Embankment works including placement of fill and cutting in a grass lined table drain
- 450mm dia. culvert extension and drainage channel works
- Minor road pavement regrading works to improve superelevation development and vertical dip
- Resealing of pavement and new shoulders
- Installation of signage, guideposts, line marking and delineation measures
Location

Traffic Management
A Traffic Management Plan will be in place for the duration of the works and Variable Message Signs (VMS) will be displayed at various locations to inform the residents and road users.
Traffic control and reduced speed limits will be in place for the duration of the works.

The project has received $671,879 in funding from the Australian Government Black Spot program.
